Between October 21, 2024, and January 13, 2025, attackers were inside Conduent's network. The ransomware group SafePay claimed responsibility. As of early 2026, more than 25 million people are confirmed affected — Texas alone accounts for more than 15 million of those individuals.

Conduent is not a name that appears on your insurance card or your benefit letter. It is the silent infrastructure running behind the systems you interact with. You never consented to your data flowing through Conduent. Your state Medicaid agency or health insurer made that choice on your behalf.
What Conduent Does — And Who It Affects

Conduent Incorporated is a business process services company spun off from Xerox in 2017. It processes approximately $85 billion in annual disbursements and supports roughly 100 million Americans through government health and benefits programs.

What You Can Do If You Were Affected
STEP 01
Check for a breach notification letter
Conduent has been sending notification letters. If you received Medicaid, SNAP, child support, or unemployment benefits in any state where Conduent operates, or if you are insured through Blue Cross Blue Shield in Texas, Montana, Illinois, or New Mexico — Humana, or Premera Blue Cross — check your mail and junk email folder.
STEP 02
Place a credit freeze
Given that Social Security numbers were exposed, a credit freeze is the strongest protection against identity theft. It is free and prevents new credit from being opened in your name. Place freezes with all three bureaus: Equifax, Experian, and TransUnion.
STEP 03
Monitor your benefits accounts and health records
Watch for unexpected activity in your Medicaid, SNAP, or child support account — report discrepancies in writing immediately. Also watch for unexplained medical bills or EOBs for services you did not receive, which can indicate medical identity theft.
STEP 04
File a complaint with your state attorney general
Multiple state AGs are actively investigating — Texas, Montana, and others. Complaints from affected individuals contribute to the record. You did not choose to have your data at Conduent. You had no visibility into how your information flowed through their systems.
